The copyright act, 1 July 1842, section 17, decreed that only the proprietor of the copyright or someone authorized by him could import for sale or hire into the U.K. or any part of the British dominions any book first composed in the U.K., as a protection against the import of pirated copies of British works. This letter was presumably TC's authorization to Chapman & Hall as his new publishers.
